Acquire your own charging infrastructure for electric vehicles (IRVE) is undoubtedly the most convenient solution for your company and your employees. There are several advantages to this solution:
A response adapted to the regulatory context
The government has changed the law to accelerate green mobility, and much of this concerns companies. The LOM lawpassed on December 24, 2019, defines the regulatory framework for the deployment of charging stations in new and renovated buildings. The decree of March 11, 2021 specifies the status of tertiary and industrial premises, which must also be pre-equipped for electric vehicle charging and/or fitted with charging points. For the time being, the regulations in force are stricter for new buildings. They also apply to older premises, with requirements set to be progressively extended.
Companies with private parking lots for employees and visitors are subject to this obligation. This obligation varies according to the capacity of the facility (number of parking spaces), the nature of the building and the date on which the building permit was filed:
- If the permit application was submitted before January 1, 2012: minimum pre-wiring of between 5% and 10% of the parking lot's capacity.
- If the permit application was submitted between January 1, 2012 and January 1, 2017: minimum pre-wiring of 10% of the parking lot's capacity.
- If the permit application was submitted between January 1, 2017 and March 11, 2021: minimum pre-wiring of between 10% and 20% of the parking lot's capacity and at least one bollard installed.
- If the permit application is submitted after March 11, 2021: one terminal accessible to PRMs for parking lots with more than 10 spaces, and two terminals, one of which is accessible to PRMs, for parking lots with more than 200 spaces.
Please note: From January 1, 2025, thewill be extended to all non-residential parking lots with more than 20 parking spaces.. These will have to be equipped with one charge point accessible to PRMs for every 20 spaces.

In 2020, thepolling institute IPSOS conducted a study for theassociation Avere based on a sample of 3643 electric vehicle owners. The statistics reveal that many users are not equipped with a home charging point, and that very few have the option of recharging their vehicle at work. Of the 38% of users who recharge at public charging points, 51% are unable to recharge their vehicle at homejust over half. Only 12% of users charge at their workplace.

Of course, if you've already electrified your fleet of commercial or company vehicles, the recharging mode will also be a decisive factor in boosting your employees' performance. On-site recharging will limit the risk of postponing or interrupting work due to insufficient range. By the end of 2022, France will have more than 80,000 charging stations for electric vehicles. It's even possible to change equipment at the end of the commitment period, in order to benefit from the most technologically advanced equipment available.
The main advantage of this system is that the supply and installation costs are advanced by the operator (in full, or in part if a contribution is made). Companies unable to purchase one or more charging stations immediately can choose between two options: the LLD (long-term leasing) or LOA (Lease with Purchase Option).
In both cases, the customer pays a monthly rent for the duration of the contract (generally between 3 and 5 years). The amount is calculated on the basis of a fixed price defined in advance, independently of electricity consumption. Depending on the formula, additional services (supervision, technical maintenance, assistance) are available as extras or directly included in the rent.

Install kiosks on your employees' premises
Despite the development of fast and even ultra-fast charging stations, recharging an electric vehicle still takes several hours. For mobile sales representatives and employees who have to travel a lot, there's a more comfortable alternative to recharging at the company site. By installing charging stations directly at your employees' homes, you can simplify their lives. They can schedule their charging at night and have their vehicle up and running the very next day. It's also a solution to consider if you can't deploy charging stations on your company site (lack of parking, technical obstacles, etc.).

The recharge card
Under the French Labor Code, the employer is not obliged to is not obliged to cover the cost of recharging or fuel costs for employees commuting to and from work. However, companies do have the option of bearing the costs by taking advantage of an exemption from taxes and social security contributions when employees reside in "a commune not served by a regular public transport service or a private service set up by the employer", or if their place of residence "is not included in the perimeter of a mandatory mobility plan in application of articles L. 1214-3 and L. 1214-24 of the French Transport Code" . The same provisions apply in the case of special working hours (e.g. night work, when public transport is not available - article L3261-3 of the French Labor Code) and for nomadic salespeople who need to recharge their batteries during business trips.
As a general rule, terms and conditions are defined on a case-by-case basis, according to company agreements.
Since May 10, 2020 the Sustainable Mobility Package has simplified the advance or reimbursement of electric vehicle recharging costs, which now extends to all employees, regardless of their place of residence. The mobility package applies to companies with more than 50 employees. It is capped at 800 euros per year per employee. This sum is exempt from tax and social security contributions for the employer.
To facilitate the reimbursement of recharging costs when they are carried out at public charging stations, the company can also offer employees a recharging card to employees.
